Bump dependencies (#20381) 
This PR bumps dependencies and dev dependencies and applies required
changes due to version bumps.

- Moved `@parcel/watcher` related dependencies to the
`pnpm-workflow.yaml` catalog
- Bumped Lightning CSS + updated tests with improvements
- Bumped napi related dependencies
- Tackled a Vitest warning

## Test plan

All tests should still pass on all platforms [ci-all]
