Add forced-colors variant (#11694)

* Add forced-colors variant

Also add a contrast-custom variant to match custom contrast preferences

* use `toMatchSnapshot` instead of `toMatchFormattedCss`

* remove `contrast-custom` variant

* move `forcedColorsVariants` next to `prefersContrastVariants`
