Rajat Kumar 09fd1c3c1f Fix for array out of bound in parse drc instruction func 
target_channel_count read from bit stream is being
used as index without bound check. Hence the check
has been added.

This xaac codec (external/xaac) is experimental; it is not yet intended
to be used on production devices.

This codec should not be configured into any production Android device
that is intended to be shipped.
