Rajat Kumar deb3f00a38 Fix for array out of bound in api file 
Removed the redundant part of code which initilizes
an array with -1 and uses it as index.

This xaac codec (external/xaac) is experimental; it is not yet intended
to be used on production devices.

This codec should not be configured into any production Android device
that is intended to be shipped.
