Encoder bug fixes and documentation updates (#106)
Significance:
=============
- Fixed an issue in the LPD encoding path related to 768-sample frame length
- Added error check for the standard sample rates in the USAC profile
- Modified impd_drc_config_params.txt file
- Updated documents

Testing:
=========
- smoke-tested on x86, x86_64, Mac, armv7, armv8 and MSVS
