4040554b37 DO NOT MERGE Check for cpb cnt in hrd parsing 
Bug: 34896431

The arrays in hrd are of size MAX_CPB_CNT. If cpb cnt is more
than MAX_CPB_CNT, more data is parsed and the subsequent buffer
is corrupted.

68215fd9ed Fix in Chroma SAO for non-multiple of 8 height 
A register was not loaded correctly which was resulting in a crash
for a certain combination of availability flags and block height

Bug: 32873375
Test: Tested manually for the clip associated with the bug

d91eedb8cd Update assembly files to unified syntax 
This allows them to be built with clang's internal assembler.
Also, pass -I flags to the assembler explicitly and stop disabling
clang.
