Remove unused <gtest/gtest.h> includes from TestCommon.cc, func_selector.h,
and func_selector.cc. Wrap compare_output in TestCommon.h with
#if __has_include(<gtest/gtest.h>) so that common test utilities can be
reused by targets that do not depend on gtest (such as benchmarks).

hevc: Add 32x32 chroma transform/recon, update intra prediction and deblocking for HBD

- Add ihevc_hbd_chroma_itrans_recon_32x32 and ihevc_hbd_chroma_recon_32x32
- Add ihevc_hbd_intra_pred_chroma_ref_filtering for 4:4:4 chroma format
- Update ihevc_hbd_intra_pred_chroma_ref_substitution to support 4:4:4 and 32x32
- Update ihevc_hbd_intra_pred_ref_filtering to support intra smoothing flags
- Update chroma deblocking to support YUV422 format
- Add bounds check on SAO band index to prevent out-of-bounds access
- Update Android.bp and common.cmake build scripts for HBD files
- Update TestCommon buffer size allocation

Added Android.bp for the tests and updated them to ensure they run with atest.

Add few function selectors in common for modules defined in common.
...
This is needed to ensure that the tests in tests/common do not depend on
headers from decoder folder.
Decoder still has its own function selectors and those will be updated in subsequent
commits to use these common selectors to avoid code duplication.

...
This helps in decoupling unit tests in common from depending on ivd.h

Encoder tests currently do not dump recon as ihevce_plugin doesn't yet support recon dump.
This will be enabled once the recon dump is supported.
Decoder tests currently validate just a few files from big buck bunny.
Use "ctest" run all the tests when using cmake.
This downloads the required media files and uses them in the tests.
If running the tests directly using the test binaries, then download the media files
and export HEVC_TEST_DIR to the extracted folder before running the binaries directly.
