Ritu Baldwa ed7a63fbcc DO NOT MERGE Decoder: Increased memory allocation. 
ps_dec->u1_recon_mb_grp is twice the width in case of mbaff,
increasing relevant allocations accordingly.

Increased allocation of intra-prediction buffer to
include padding.
