Chamarthi Kishore ad2eaf8c7d libavc: Add MDCV, CLL, CCV and AVE SEI messages 
This commit add support for encoding and decoding of MDCV, CLL, CCV and
AVE SEI messages

Test: avcenc -c enc.cfg, avcdec -c dec.cfg
