In avcenc test application, when configuring VUI,
color aspects were set to 0. This causes issues when the
clips are decoded using reference decoder where this is treated
as RGB data. Set these to unspecified.

There's no <malloc.h> on Darwin. Normally I'd say "prefer <stdlib.h>",
but in this case it looks like the code actually uses memalign. There
is no memalign on Darwin. You'll need to switch to posix_memalign if
you actually care about building this.
For now, the easiest is to just exclude macOS.

Fixed a NULL pointer reference, when flush is called before
decoding any pictures.
This was seen in following CTS test,

effect - the strides are taken from the input pictures.
