Remove libpostproc 
Libpostproc will be available as source plugin at
https://github.com/michaelni/FFmpeg/tree/sourceplugin-libpostproc
OR
https://github.com/michaelni/libpostproc

whatever turns out more convenient to maintain

For the upcoming 8.0 release, libpostproc will be included, so as not to
cause delays or inconveniences
